She says she is entitled to receive it because her deceased husband worked decades ago as a jockey in the United Sates (with the green card). The law does say that for the stimulus check (EIP), if the person has not filed a tax return for 2018 or 2019, they can use the information from the person's 2019 "Form SSA–1099, Social Security Benefit Statement". Perhaps Social Security doesn't have information about whether the person is a resident alien, or perhaps they did file taxes jointly as resident back when he worked in the US, and this is remembered in Social Security. So it could be a loophole in the law, or maybe it was sent in error. | |
