I did this one out of inspiration from the sample data of the original poster (OP). He was asking for a way of tracking law enforcement, criminals, victims and witnesses as well as the associated crime reports and documents created by the crime.

The problem title is misleading, "Missing Expression Oracle" as this problem is much more than that. It consists of many to many and many to one type relations as well as a design challenge in report screen presentation.

I did not have a working schema to start with. The OP was just a two line query to start. I made some of my own assumptions and worked up the table design and also created some meaningful test data to demonstrate the functionality of my report design and the LOV (List of Value) form elements. Overall, it was among one of my more enjoyable solutions.
