Why, in case of a check scam, am I the responsible and not the bank?

I simply don't get why in a check scam it's the individual who deposits the check in a bank is the one responsible, and not the bank itself who accepted the check?

Isn't a bank in better conditions to verify whether a check is legal or not?

Wouldn't making the bank responsible help alleviate this scam scourge?
