I need to request an ITIN number in the United States but do not want to send my passport through the mail. To support my application, I must submit certified copies of my passport and U.S. Visa.

According to the IRS,

A certified document is one that the original issuing agency provides and certifies as an exact copy of the original document and contains an official stamped seal from the agency.

Since U.S. Visa are issued by the U.S. Department of State, the copy can only be certified by the U.S. Department of State. However, it does not seem possible to obtain copies from them (https://foia.state.gov/Request/Visa.aspx#Step-1).

How can I obtain a copy of my U.S. Visa?
