The other figure includes estimated costs for books, rent, living expenses. Those could probably be reduced if you're able and willing to live at home with your mom. Also, I'm not sure how much I would rely on internships as a significant source of income, even as a CS major

Many universities in the EU have English-language programmes and very affordable tuition fees even for foreign students. You'd need to do a fair bit of research but depending on the country and even without international scholarships you could graduate for around 10K instead of 100K.

This is definitely the wrong approach, especially if you're tight on money. You should be rigorously and vigorously applying for anything that you can find where you meet the qualifications.
