What are my options for evaluating the performance of stocks during a specific date range? Are there any stock screeners available that offer this functionality?

Have you tried finance.yahoo.com? You can change the date interval on their charting tool and compare different stocks for custom date ranges.

Here is a comparison between Walmart and Target for Oct, 2001 through November, 2010 which were arbitrary dates I entered.
